The quiet error of reasoning
The error lies in a single word: location. Where a server stands says nothing about who controls it and whose law applies. And if the AI model itself is a third-party interface in the USA, every single input travels there anyway — silently, with every question put to the AI.

Sovereignty means: the model comes to your data — not your data to the model. That does not cost performance; it costs convenience — and the initial effort is a one-off.
